Jefferson Projected Versus Actual Release
A projected date is an estimate based on current sentence data. An actual release is the completed custody event recorded by the institution. Pennsylvania’s current public locator does not expose a field labeled Projected Release Date or Tentative Release Date. Applicable supervised-person records may display a Release Date, which describes release into the supervision record shown. It does not prove final discharge.
A pretrial Jefferson County detainee has no sentence-based release date. Bail, a court order, dismissal, a detainer, or later sentencing controls the next custody event. A sentenced person may have calculable milestones, but reaching one does not guarantee that staff will complete a community release that day.

Pennsylvania uses minimum and maximum terms for an indeterminate state sentence. Under 42 Pa.C.S. § 9756, a court imposing total confinement generally states both, and the minimum generally cannot exceed one-half of the maximum, subject to exceptions. The minimum marks the first ordinary parole-eligibility point. The maximum is the outside sentence boundary, subject to lawful recalculation.

Pennsylvania RRRI Release Minimums
Pennsylvania does not apply blanket monthly good-time credit to every state inmate. The relevant reduced-minimum program is the Recidivism Risk Reduction Incentive, or RRRI. The sentencing court must find the person eligible and impose an RRRI minimum. Release later depends on program certification and statutory findings.
Under 61 Pa.C.S. Chapter 45, an eligible person whose ordinary minimum is three years or less has an RRRI minimum equal to three-fourths of that minimum. If the ordinary minimum exceeds three years, the RRRI minimum is five-sixths. Consecutive sentences are aggregated, partial days are rounded, and an ineligible sentence can make the aggregate ineligible.

Why Jefferson Release Dates Change
A state date can move when DOC corrects custody credit, a court amends the sentence, consecutive terms are aggregated, or a conviction changes on review. RRRI can create another eligibility point. Parole refusal, reconsideration, violation, or recommitment can change the practical timeline. None should be inferred from a hand calculation.
Release planning matters too. A favorable Board Action can use a future effective date. A home-plan investigation, program, or detainer may affect timing and destination. PA DOC says an in-state home-plan investigation can typically take up to 45 days. That is not a promised release deadline.

Read location and status literally. An SCI location signals physical state incarceration. Parole location or supervision signals release from an institution while the sentence continues.

No Pennsylvania 85 Percent Rule
Pennsylvania officials expressly reject the claim that state inmates must serve 85 percent of the maximum sentence before parole. That federal-style shortcut does not control an ordinary Pennsylvania sentence. Minimum and maximum terms, custody credit, an imposed RRRI minimum, and the Board decision must be read together.
Reaching the minimum creates eligibility, not a right to leave. Under 61 Pa.C.S. § 6137, parole is discretionary and subject to limits. A grant may lead to community corrections or another custodian rather than immediate community release.
Do not subtract 15 percent from a maximum, convert an RRRI fraction into a promise, or treat the supervised Release Date as final discharge. Check the court order, DOC calculation, Board Action, and release processing record.
County and State Date Paths
A Jefferson County docket must be classified first. A person sentenced only to county confinement may never appear in the PA DOC locator. A transfer is a custody exit, not community release. If the county record names another custodian, continue in that receiving system.

For documentary proof, request an existing record rather than an explanation staff must create. A narrow PA DOC request can seek the sentence-status summary and release or discharge date. A narrow county request can seek the booking and release entry for the identified commitment. The official record can still contain redactions required by law.
Match Jefferson Release Date Records
Use the DOC number for a state case and the docket or booking number for a county case whenever available. Names, ages, and committing county help narrow a result, but they do not replace a unique identifier. Confirm that the record belongs to the same person before comparing sentence dates.
Keep the source and access time with a dynamic result. A status may change after a daily locator update or a new agency event. If a date is disputed, direct the correction question to the office that supplied that specific field rather than asking another agency to reinterpret it.
Jefferson Parole Timing Records
The Pennsylvania Parole Board begins parts of its process before the state minimum date.
